1-based. The default retries NETWORK, TIMEOUT, and HTTP with status
429, 502, 503 or 504. ABORTED is never retried.
Opt-in retry for read actions. Writes are never retried automatically. Delays use exponential backoff with full jitter:
random(0, min(maxDelayMs, baseDelayMs * 2^attempt)). When the server sentRetry-After, that wait is used instead (no jitter); if it exceedsmaxDelayMs, retrying stops and the failure is returned withretryAfterMsset so the caller can decide.
